This is a known Windows problem! Many programs - SYNCING.NET as well - use this Windows component and stop working if it is disabled.
Please save one of the following files (choose the right one for your operating system!):

Windows XP Tablet Edition: Link
Windows 2000: Link
Save the patch on your hard drive. Open the file and install it. Answer the question "Are you sure ..." by pressing "Yes".
